The Loma Prieta Earthquake hits Oakland, california killing 63 United states subject/enemy/citizens and leaves 5,600,000,000 “dollars” in property damage.

       NOTES:

• Forty-two of those who died were on a section of the double-decked Nimitz “Free”way (Interstate 880), a government-owned, uninsured Post-road.
• Article I, Section 8 [Clause 7]  allows Congress to charter (establish) Post-roads, but not to operate them.
