NOTES:
- Six days previous, voting on this bill, in the Democratic house of representatives, was prematurely cut-off by speaker Samuel T. Rayburn, when the YEAS were ahead of the NAYS by one vote, for fear that if all votes were counted the bill would have failed.
- As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
