The New Federalism/New Deal V (1969 – 1974) continues: While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” de facto Commander-in-Chief Nixon, Esq., issues Executive Order 11647, dividing the nation into ten districts, each to be administered by a Federal Regional Council, composed of regional representatives from the Departments of Labor; Health, Education, and Welfare; Housing and Urban Development; Transportation; the Office of Economic Opportunity, the Environmental Protection Agency, and the Law Enforcement Assistance Administration, whose functions will be to “develop information necessary for assessing national domestic needs and defining national domestic goals. …”
NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
