Samuel A. Alito, Jr., Deputy Assistant Attorney General for Legal Counsel, submits a strategy memo to Edwin Meese III, attorney general of the United states, advocating that Republican (fascist/socialist) President Reagan (to enhance his power) issue a “signing statement” with each piece of legislation he signs; that those signing statements should “concentrate on points of true ambiguity, rather than issuing interpretations that may seem to conflict with those of Congress.” This would allow Reagan to seize “the last word on questions of interpretation.” This is based on the “unitary executive theory,” claiming that because the president is responsible for the enforcement of law, CONgress has no authority to tell him how to enforce the law, who he can appoint to office, or when to report to CONgress.
