Three days after 9-1-1 (9/11/2001), de facto Commander-in-Chief George W. Bush (having received an unlawful advantage of 52 ineligible Electoral votes) issues Proclamation 7463, declaring a national emergency as a result of 9-1-1; and Executive Order 13223, ordering the “ready reserve” (inactive members) of the United states Armed Forces (private mercenaries) to return to active duty.
