Republican (proto-fascist/socialist) de facto President Taft (a resident of the federal enclave of Ohio) signs the Payne-Aldrich (protective) Tariff Act. 

       NOTE: Originally the act was touted as a tariff reduction.  But after the act was passed, and it was discovered that the act actually increased tariffs, the Republicans lost the 1910 mid-term elections.
