Major General Ambrose E. Burnside, commanding the compulsory Union Department of the Ohio, orders the arrest of Democratic (constitutionalist) former de facto Congressman Clement L. Vallandigham, a resident of the federal enclave of Ohio, for speaking out against the War of Federal Aggression.  Thousands of Vallandigham’s supporters are also arrested in an effort to ensure his defeat and the election of a nationalist legislature.
