       While the United states Armed Forces (private mercenaries) are in Afghanistan, Djibouti, Iraq, the Philippines and west Africa defending “all freedom-loving people everywhere in the world,” Republican (fascist/socialist) de facto President George W. Bush (having received an unlawful advantage of 52 ineligible Electoral votes) signs the Intelligence Reform and Terrorism Prevention Act, creating the office of the Director of National Intelligence.  The mission of the DNI is to coordinate the activities of the Federal government’s 16 intelligence agencies, which had previously been the responsibility of the Director of the Central Intelligence Agency.  The act also requires the Department of Justice to inform CONgress the circumstances under which the Federal Bureau of Investigation uses national security wiretaps within the nation; prohibiting U.s. Armed Forces in Colombia from engaging in any combat roles (except in cases of self-defense) and capping their numbers at no more than 800; and prevents U.s. subject/enemy/citizens from leaving or re-entering the nation without a passport.

       NOTE: Afterward Bush issued a signing statement asserting that interrogators are free to disregard the acts prohibition of torture if the Commander in Chief decides that torture will help prevent Future terrorist attacks; only the Commander-in-Chief, can place restrictions on mission of the U.s. Armed Forces, and other issues of national security; and will consider the statute ‘‘as advisory in nature.”
