Negroponte, Director of National Intelligence, releases the September National Intelligence Estimate—”Trends in Global Terrorism: Implications for the United States’’—reporting that the “War on Terror” has jeopardized, not enhanced national security; that the al-Qaida (Arabic for “the Base”) international terrorist network is not in decline, but in ascendancy.
