       NOTES:

• While the editors are certainly in favor of protecting children from sexual predators, they wish to point out that there is no provision, under Article I, Section 8, for Congress to do this. The proper way to establish a lawful, federal registry to protect children would be for the States to ausert their right, under Article I, Section 10 [Clause 3], to establish a compact by which this registry would be established, and funded directly by the States.
