De facto Commander in Chief Franklin Roosevelt, Esq. issues Executive Order 8802, creating the Fair Employment Practice Committee to encourage the hiring of U.s. subject/enemy/citizens, of African heritage, by the military armaments industry.
NOTES:
- Roosevelt was not doing this out of any motivation to be a trailblazer in the area of civil rights, rather he was forced into this by A. Philip Randolph, founder of the Brotherhood of Sleeping Car Porters, who had organized the March on Washington (1941), which a week hence would have brought 100,000 U.s. SECs into the District of Columbia.
- As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
