Republican (nationalist) President Abraham Lincoln, of the united States, signs the Revenue Act of 1862 making the unlawful, federal personal income tax permanent.  The act changes the tax from a single bracket of three-percent on annual incomes of over 800 Dollars, to two brackets of three percent on incomes of over 600 Dollars, and five-percent on incomes of over 10,000 Dollars.  And the act creates the Office of the Commissioner of Internal Revenue.

       NOTE: This is a violation of Article I, Section 9 [Clause 4]: Direct taxes must be levied on the States in proportion to their representation in the House of Representatives.
