A lawfully elected Senate (in accordance with Article I, Section 3 [Clause 1]—without a constitutional amendment—passes the Crittenden-Johnson War Aims Resolution, stating “That this war is not being prosecuted … in any spirit of oppression … conquest or subjugation … but to defend the maintain the supremacy of the Constitution … and to preserve the Union.”
