Nonpartisan (constitutionalist) provisional President Davis appoints former Democratic (constitutionalist) united States Senator James M. Mason, of the Commonwealth of Virginia, as Commissioner to the United Kingdom; former Democratic (constitutionalist) united States Senator John Slidell, of Louisiana, as Commissioner to the Empire of France; and Pierre A. Rost, former Associate Justice of the Supreme Court of Louisiana, as Commissioner to the Kingdom of Spain. All three are instructed to seek diplomatic recognition for the Confederacy (a voluntary union) and loans to purchase munitions.
