At the reconvening of the divided (Democratic and Whig) 28th Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]), independent Democrat (constitutionalist) President Tyler suggests the Republic of Texas be admitted into the Union by joint resolution (which requires a simple majority), as opposed to a treaty (which requires a two-thirds majority).
