Bush (having received an unlawful advantage of 52 ineligible Electoral votes) issues Homeland Security Presidential Directive Three, prescribing a nation-wide terror alert system by which U.s. subject/enemy/citizens will be made aware of the likelihood that a terrorist attack might occur.
