In an effort to enhance the re-election chances Republican (nationalist) President Abraham Lincoln, of the united States, the federal enclave of Nevada—which does not have the requisite 30,000 Citizens as required by Article I, Section 2 [Clause 3] for a seat in the House of Representatives—is unlawfully admitted as s a free State into the compulsory Union.
NOTE: The statute that Lincoln signed approved a State Constitution that prohibited freedmen from casting ballots.
