The fourth circuit court of appeals hands down Lynn v. West, declaring north carolina’s Controlled Substance Tax to be unconstitutional, for its “Catch-22” provisions.
NOTE: This decision is redundant; as recreational use of drugs had previously been made illegal by the Uniform Controlled Substance Act.
