The National Commission on Marihuana and Drug Abuse (a.k.a. the Shafer Commission) appointed by Republican (fascist/socialist) de facto Presidential Nixon, Esq., to justify stricter penalties against marijuana reports to the Democratic (socialist/fascist) 29th counterfeit CONgress (elected in accordance with the fraudulent 17th amendment) that arresting and sentencing United States enemy citizens does greater harm than the actual marijuana use.
Postscript: Both Nixon and CONgress ignored the recommendations of the Shafer Commission.
NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].

While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” an unlawfully elected (within the provisions of the fraudulent 17th amendment) senate passes house joint resolution 208 and forwards on to the states a proposed amendment to the Constitution for the united States: “Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.”
