Clifford, Secretary of Defense (foreign military aggression)—five days before leaving office—receives the 47 volume, 7,000-plus page United States – Vietnam Relations, 1945 – 1967: A Study Prepared by the Department of Defense (a.k.a. “The Pentagon Papers”). Although not reading the report, Clifford labels it as “Top Secret – Sensitive.” “Sensitive” means that public disclosure would cause great embarrassment to the U.s. government.
