Republican (nationalist) President Abraham Lincoln, of the united States, signs the Revenue Act of 1861 creating a Direct tax (“a tax exacted directly from the person on whom the ultimate burden of the tax is expected to fall, such as property, income, gift, inheritance, and poll taxes.” —- Webster’s Unabridged Dictionary), with a single bracket of three-percent on annual incomes of over 800 Dollars.

       NOTE: This is a violation of Article I, Section 9 [Clause 4]: Direct taxes must be levied on the States in proportion to their representation in the House of Representatives.
