The United states Department of the Treasury begins printing the first United States Treasury Notes (Bills of Credit) to circulate as paper currency.

NOTE: Article I, Section 8 [Clause 2] permits Congress the authority to borrow money, but not to print it.  That power, under the Articles of Confederation was taken away when the voluntary Union adopted the Constitution for the united States.
