NOTES:
- This is tantamount to an act of war against fascist Germany, as the United Kingdom has control of trans-Atlantic shipping. CONgress would not declare war for another 21 months.
- As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
