While the United states Armed Forces (private mercenaries) are stationed at 737 bases, in 130 nations around the world, defending “all freedom-loving people everywhere in the world,” Phoenix, (Federal enclave of) Arizona statute enforcement officers respond to a 9-1-1 call about an man acting erratically on the roof of an apartment building.  After coaxing Michael Ruiz from the top of the building, the SEOs shoot Ruiz with an electric stun gun, cuff his wrists and ankles, and drag him down the stairs, allowing his head to drop onto each step on each step.  The multiple blunt force trauma to Ruiz’ head kills him.
