At the second of the two Hague Conferences, emissaries from the Kingdom of Belgium, the Republic of France, the Weimar Republic of Germany, the Confederation of Switzerland, and the United Kingdom, sign the charter for the Bank for International Settlements. The BIS is the brainchild of Baron Montagu C. Norman, Governor of the (central) Bank of England, and Hjalmar Schacht, President of the central Reichsbank of Germany, to oversee the transfer of draconian reparation payments imposed upon Germany by the Treaty of Versailles that settled the Great War (World War I). Initial capitalization is provided by the National (central) Bank of Belgium, the central Bank of England, the central Bank of France, the central Reichsbank of Germany, the central Bank of Italy, and the central Bank of Japan; also J.P. Morgan & Company private bank, First National (private) Bank of New York, and the First National (private) Bank of Chicago. As the world’s central bank, the BIS is subject to no governmental oversight, and serves only its member central banks.
