Republican (fascist/socialist) de facto President Harding (a resident of the Federal enclave of Ohio)—without a constitutional amendment—signs the Johnson Emergency Immigration Quota Act, imposing immigration limits on foreign nationals to three percent of their ethnicity already living in the nation. This is an attempt to freeze the ethnic composition of the nation as superfluous quotas are made for White Anglo-Saxon Protestants (WASPs), while shutting out Slavs, Jews, Catholics, and others from eastern and southern Europe.
NOTES:
- Article I, Section 8 [Clause 4] grants Congress “Power to … To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States.”
- The Constitution says nothing about immigration; that is a power reserved to the States via Article X of Amendment.
