Joseph Quiles, a Milwaukee (wisconsin) County statute enforcement officer (acting under-color-of-law) runs a stop sign and rams the side of a Toyota Camry registered to a stone cold sober Tanya Weyker. To cover up for his crime Quiles charges Weyker with Operating While Intoxicated.
