A lawfully elected Senate (within the provisions of Article I, Section 3 [Clause 1]) passes House Joint Resolution 39 forwarding on to the States a proposed amendment to the Constitution for the united States that will choose the Senate through popular election.

       NOTE: Article V requires that State ratification of this amendment be unanimous: “[N]o State, without its consent, shall be deprived of its equal suffrage in the Senate.”
