Congressional (radical) Reconstruction continues: Republican (nationalist) President Grant signs the Enforcement Act of 1870, establishing federal penalties for interfering with the privilege of voting (affirming the status quo).

       Question: In light of the fact that the northern States repeatedly refused to grant citizenship to their residents of African heritage, what was the real motivation of Congress for Reconstruction in general, and the FEA in particular?  Was it out of a sudden, enlightened concern for the rights of freedmen, or desire to punish the confederate States for trying to assert their Right of Sovereignty?
