War Democrat (constitutionalist) de facto President Andrew Johnson (a Citizen of the confederate State of Tennessee) orders that all charges against all former political and military leaders of the Confederate States (a voluntary union) be dropped.  The only exception is Captain Henry Wirz, former commander of the prisoner-of-war camp at Andersonville, Georgia, who Johnson orders to be tried for “wanton cruelty” against compulsory Union PRISONERS OF WAR.

       NOTE: Former President Davis would remain incarcerated for two years.
