The legislature of the Commonwealth of Kentucky passes the Replevin (Stay) Act, placing a 12 month moratorium on debt foreclosures, due to the Panic of 1819 Creditors that are unwilling to accept bank notes (Bills of Credit) redeemable for lawful Money (gold or silver Coin)) issued by the Bank of Kentucky, must wait an additional year before seeking a court order for foreclosure. The act also reshuffles the judiciary, by abolishing the previously existing Court of Appeals (supreme appellate court) and then establishing a new Court of Appeals, with four new Justices, to be appointed by recently inaugurated Republican (constitutionalist) Governor John Adair.
