The Seventh Confederation Congress passes the Northwest Ordinance, providing for the creation of three to five new States, from the Virginia Cession (east of the Mississippi and north of the Ohio Rivers). The act directs that “the constitution and the governments, so formed, shall be republican, and in conformity to the principles contained in these articles.”
