At the Constitutional Convention, Delegate John Dickinson, of the Commonwealth of Pennsylvania, proposes that the federal legislature (now called the Senate) be elected by the State legislatures.  The motion carries (YEA, 10; NAY, 0; ABSTAIN, 2).
