At the Constitutional Convention, the delegations vote to invest the powers of the presidency in a single person, (YEA, 7; NAY, 3; ABSTAIN, 2).  The delegations also unanimously vote down a proposal to give the president an absolute veto over legislation, (NAY, 10; YEA, 0; ABSTAIN, 2).  But the delegations do vote to give the president a conditional veto that can be overridden by two-thirds of Congress, (YEA, 8; NAY, 2, ABSTAIN, 2).
