In a rare Sunday move when financial markets are closed, President Nicolas Sarkozy, of the Republic of France, and Chancellor Angela Merkel, of the socialist Federal Republic of Germany, host an emergency economic summit, in Paris, with the leaders of ten other leaders of the European Union that agrees upon a 1,000,000,000,000 re-capitalization plan their commercial banks.

United states Army General David D. McKiernan, (private mercenary) commander of U.s. Forces-Afghanistan, speaking at a news conference in Kabul, admits that “[W]e don’t have an acceptable level of security. We don’t have good governance. We don’t have socio-economic progress. We don’t have freedom of movement. … but we are not losing Afghanistan. “
