Lieutenant General Ulysses Simpson (a.k.a. Hiram Ulysses) Grant, General-in-Chief of the Army of the united States, orders a halt to prisoner of war exchanges between the Union and the Confederacy.
NOTE: This forced the Confederacy to incarcerate an ever growing number of prisoners of war, something that it was ill-prepared to do.
