Royal governor William Penn, of the colony of Pennsylvania, issues the Charter of Delaware to the freemen of Delaware.  Articles I, II and V of which

  • Recognize the Freedom of Religion,
  • Provide for the freeholders of Delaware to yearly elect a legislature, and
  • Provides for the accused to have the same rights as their prosecutors.
