Bush.

Democratic (socialist/fascist) de facto senator Christopher J. Dodd, Esq., of connecticut, makes a speech on the senate floor advocating a Federal Bailout for subprime (junk) mortgage lenders that have an excessively high number of delinquent mortgages, of which Countrywide Finacial held the largest portion of its portfolio.
Postscript: Dodd was later forced to admit that he had received large campaign donations from Countrywide, as well as 75,000 “dollars” in reduced mortgage payments.
NOTE: As an attorney (Officer of the Court) Dodd was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
