In Managua, Nicaragua, at the annual conference of the Defense Ministerial of the Americas, Donald H. Rumsfeld, Secretary of Defense, comments on the increase in Venezuela’s increased military spending: “I don’t know of anyone threatening Venezuela, anyone in this hemisphere.”
Question: Four years earlier the Central Intelligence Agency attempted a coup d’etat against the government against that nation. Did Rumsfeld know that?
