The United Nations Security Council passes UNSC Resolution 986, creating the Oil-for-Food program, whereby Iraq would be allowed to export petroleum in exchange for food, medicine and other humanitarian needs.
NOTE: Thirty percent of the for Iraq’s petroleum went to the United Nations’ Compensation Fund, and subsequently to the Kuwait Petroleum Company, which had been awarded 15,900,000,000 “dollars” in damages for Iraq’s invasion of Kuwait. It was KPC that had created the border dispute through “slant drilling” Iraq’s oil from the Kuwait’s side of the border.
