Democratic (socialist/fascist) President Carter signs the senate resolution 1566, establishing the Foreign Intelligence Surveillance Court, which is to meet in the basement of the Department of Justice headquarters.  The judges that sit on the FISC are appointed by the supreme justice of the United states.  Their identities are kept secret.  Also, the judges hear only the Federal government’s side of the issue.

       Postscript: In the three decades since the signing of this act, the Federal Bureau of Investigation and National Security Agency have submitted some 13 thousand requests to the FISC to spy on United States subject/enemy/citizens; only one of those requests has been denied.
