Republican (fascist/socialist) de facto President Ford (25th amendment) signs the Trade Act of 1974, creating “FastTrack,” an extra-constitutional process to ratify trade treaties.  Whereby a treaty, concerning foreign commerce, would be considered to be ratified if it receives a simple majority confirmation in both houses of CONgress, rather than the two-thirds required confirmation in the senate under Article II, Section 2 [Clause 2].
