De facto Commander-in-Chief Nixon, Esq., issues Proclamation 4230, increasing import quotas for nonfat dry milk; and Executive Order 11730, outlining Phase IV of his New Economic Program:

  • Giving the Cost of Living Council to write and implement detailed regulations over the nation’s economic activities;
  • Imposing mandatory controls;
  • The CLC will allow prices to increase as production costs increase, but not to increase profit margins;
  • Price controls on beef are maintained;
  • The effectiveness of Phase IV depends upon voluntary compliance, but mandatory controls will be imposed upon those who do not participate.

       NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
