“John Doe” anonymously publishes The Report From Iron Mountain on the Possibility and Desirability of Peace, defining “peace” as a world government disarming all nations and disciplining them with a world army.  In the absence of war, the functions of war must be duplicated in a peaceful world.  Those functions are:

  • To waste economic resources,
  • Present a credible threat of great magnitude, and
  • Make the public more accepting of compulsory service to the government.

       The report proposes an environmental crisis to achieve these goals.
