Frederick E. Nolting, Jr., Ambassador to the kleptocratic Republic of (South) Vietnam, speaking at the Saigon Rotary Club says, “What a marvelous transformation would take place in this country if all those who criticize their government would decide to work with it and for it.”
NOTE: Although Nolting used the word “country” here, the editors believe that he meant to use the word “nation,” in which a central government, with almost limitless power, treats the states as mere lesser enclaves, provinces, or sub-divisions of its greater self; as opposed to “Union,” which is a union of sovereign States under a federal system, with a central government whose powers are strictly limited by a respected Constitution.
