The Cold War continues: De facto Commander-in-Chief Kennedy, Esq. issues Executive Order 10952, creating the Office of Emergency Planning within the Department of Defense (foreign military aggression) to make civil defense preparations in the event of a nuclear missile exchange against the Soviet Union.

       NOTE: As an attorney (Officer of the Court) Kennedy was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
