New Deal II (1935 – 1939) continues: De facto Commander in Chief Franklin Roosevelt, Esq.—without a constitutional amendment—issues Executive Order 7037, creating the Rural Electrification Administration. The purpose of the REA is provide Federally subsidized, low-interest loans to connect the nation’s farms and ranches to the electrical grid.
Postscript: Six decades later, with 99% of the nation’s farms having electricity, the REA was still in existence.
NOTE: As an attorney (Officer of the Court) Roosevelt was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
