At a meeting of the Federal Reserve Board (the Federal agency that oversees the unlawful, privately owned Federal Reserve System of (central) Banks, William H. Woodin, secretary of the treasury establishes a timetable for the re-opening of the nation’s commercial banks (both those that are and are not members of the FRS—provided they agree to new Federal controls.
