The first Red Scare continues: While the army and navy of the United states are in Russia “making the world safe for democracy,” A. Mitchell Palmer, attorney general of the United states, appoints J. Edgar Hoover to be the first director of the General Intelligence Division within the Bureau of Investigation, of the Department of Justice.  Hoover’s top priority to infiltrate alternative political groups and obtain their membership rosters.
