While the army and navy of the United states are in France “making the world safe for democracy,” Newton D. Baker, Esq., de facto secretary of war, issues an executive order creating the War Industries Board, within the Council of National Defense.
NOTE: As an attorney (Officer of the Court) Baker was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
